Perhaps the biggest reason why the Russian sellers are now so active on eBay is because Russia's largest online auction Molotok.ru went out of business and was closed early this summer. Naturally this lead many sellers (and buyers) to eBay. While some Russian dealers chose to sell directly from their nation, a great deal of them still do not have access to credit cards, PayPal and thus eBay so they are selling via Eastern European countries that are part of the EU, like Latvia and Estonia. A big upsurge of Soviet collectibles is coming from those nations and it's not a coincidence.
The last but not least is Ukraine, which is second only to Russia in the amount of USSR jewelry and collectibles they put on the market. Ukrainians are also selling directly and via their EU neighbors. Naturally people from Ukraine are selling their Soviet silver because of a very difficult financial situation. Frankly Russia is also experiencing, not as severe but never the less a serious, economic downturn because of the Western sanctions.
